Chinese Paper Tariffs Challenged

Stephen Weisman writes in the New York Times that the U. S. International Trade Commission ruled against the imposition of tariffs on glossy paper produced in China.

The ITC did not challenge that the government of China had subsidized paper production, but that the subsidy did not harm the interests of American paper producers.
